HOW TO FORM COUNTY COMMITTEES:
The newly signed consent order states that the NJCP "will be treated as Political Party Committees for the purposes of the Contribution Limits in the New Jersey Campaign Contributions & Expenditures Reporting Act ", provided that we do the following:
a) elect members of committees at our yearly conventions(or meetings);
b)notify the Division of Elections within 10 days of the meeting;
c)designate a treasurer & despository(i.e. open a bank account) by July 1st of the election cycle; and File Form D-3 within 10 days of making that designation.
The NJCP has an annual Issues & Candidates Convention at which our officers(the Chairman & the Treasurer) are offically elected to office. Beginning in 2008 The State Organizing Committee will be notifying the DOE the results of those elections. We will also file the Form D-3 as per law.
It is our interpretation that each County group should :
a) hold a organizational meeting & elect a Chairman & Treasurer by July 1st of 2010(which is the next election cycle);
b) have the Treasurer open a bank account under that county group's name; then
c) File Form D-3 within 10 days(which lists the name & mailing address of the State or County Committee, the name & address of the Chairman, the Treasurer, & the Bank that has the account plus the account number)

RUNNING FOR OFFICE IN 2010
We hope that each county group will nominate candidates for office at our annual Issues & Candidates Convention(Date & Place to be announced soon!!!). The 2010 election cycle will have openings for the following offices:
STATE WIDE:(2010 is a national election year)
U.S. SENATE:
Neither of our U.S.Senators are up for re-election this year. Sen. Menendez will be up in 2012, & Sen. Lautenberg will be up in 2014. The requirement for those interested is 800 signatures(which means at least 1,000 for a safe cushion against challenges).
U.S. HOUSE OF REPRESENTATIVES:
All NJ Congressmen will be up for re-election in 2010. The signature requirement to get on the ballot for the November General Election is 100(and you should aim for 150-200 signatures for a safe cushion against challenges).
COUNTYWIDE:
County Freeholder or Executive(100 petition signatures required -aim for 150-200 as a safe cushion against challenges);
LOCALLY:
Municipal Committee member(ask your town clerk what the requirement is. The number of signatures vary from town to town-always aim to get double what you're required as a safe cushion against challenges).
Once the county committees have nominated their candidates, then each candidate should get their petitions & begin collecting signatures to get on the ballot.
